The Outlook forecasts elevated flood risks across key agricultural zones, including areas within the 13 pilot states of the National Agribusiness Policy Mechanism (NAPM), launched on May 7, 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the core, NAPM is a commitment to resilient, inclusive and market-driven food systems, supported by harmonized policy implementation and real-time data for planning and risk mitigation. However, the recent flood event in Mokwa, Niger State, highlights the urgent need to embed climate risk strategies into Nigeria\u2019s food systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Published by the Nigeria Hydrological Services Agency (NIHSA), the AFO identifies 148 high-risk Local Government Areas, many within key agricultural regions. Without swift intervention, flooding could disrupt planting cycles, damage infrastructure and cause extensive post-harvest losses directly undermining food security goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response, PFSCU is working with subnational governments to strengthen early warning systems and promote risk-based agricultural planning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe NAPM process includes risk mitigation assessments ahead of each planting season. For 2025, we have already provided matching grants to four pilot states to implement climate-related strategies,\u201d said a PFSCU spokesperson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe urge remaining pilot states to fully engage with the NAPM framework to reduce vulnerability and strengthen resilience.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PFSCU also calls for broader national adoption of climate-sensitive practices. \u201cWith real-time forecasts now accessible via NiMet and NIHSA platforms, the tools to plan ahead are available. Wemust act early\u2014not late\u2014as the seasons approach\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nigeria cannot afford to lose another harvest to preventable flood impacts.
